Environmental, Education, Health & Welfare Committee

The purpose and functions of the EEHW Committee are to oversee the health and welfare of the county’s residents. The committee is also concerned with the environment of the county, the education of its citizens as well as the health of the county. The committee also has a role in the promotion and development of the county, including commercial and industrial projects. The committee, in its educational function, shall identify important issues within the scope of its responsibilities and may undertake efforts to bring these to public attention. Offices and departments that deal with the committee and / or are part of its oversight responsibilities include: Planning and zoning, Animal Control, Environmental Management, Superintendent of the regional Office of Education, Macon County Health Department, Macon County Historical Society, Veterans Department, and the Zoning board of Appeals.

The committee shall also coordinate with the Decatur Public Building Commission issues and problems affecting offices and departments under its oversight that occupy DPBC facilities.

The Chair of the Macon County Board may refer issues to this committee for study and proposed action.

Finance Committee

The purpose and functions of the Finance Committee are to monitor and ensure steps, procedures, and actions that provide for the fiscal integrity and strength of Macon County. It has oversight over the following offices, departments and areas: Supervisor of Assessments, County Treasurer, County Auditor, Board of Review, GIS and other offices and / or departments seeking to amend their respective budgets during the fiscal year, after approval of the appropriate oversight committee.
The committee shall also have responsibility, in cooperation with designated county officeholders and department heads, for preparation of the county’s annual budget that is submitted to the full Board for approval prior to the end of the fiscal year preceding its implementation. The committee, in cooperation with designated county officeholders and department heads, shall have oversight over cash flow, transfers, contracts, intergovernmental agreements, grants, and audit matters, unless otherwise provided by state statute. The committee shall also oversee capital equipment planning. The committee shall review all leases and other financial arrangements with the Decatur Public Building Commission in regards to county – occupied facilities.

Justice Committee

The purpose and functions of the Justice Committee are to handle all issues relating to the safety and protection of the public, including the county jail, and to support the efficient administration of the civil and criminal justice systems.

Legislative Committee

The purpose and functions of the Legislative Committee are to monitor relevant state and national legislation, executive actions, and regulatory decisions affecting county government. The Chair of the Macon County Board may refer issues to this committee for study and proposed action.

Operations and Personnel Committee

The purpose and functions of the O&P Committee are to assist in the efficient and effective operation of county government, and to recommend appropriate actions to the Macon County Board.
The committee has oversight over a number of offices, departments, and issues including: intergovernmental cooperation, insurance, non-finance related offices such as County Board, the County clerk, and the Recorder, determination of employee guidelines, job classifications, salary and benefit plans, procedures for dismissal, staff additions and deletions, administration of payroll, and Workforce Investment Program. The committee shall also coordinate with the Decatur Public Building Commission issues and problems affecting offices and department under its oversight that occupy DPBC facilities.
During the reapportionment year, the committee shall be responsible for recommending an apportionment system to the full Board for action.

Negotiations Committee

The purpose and functions of the Negotiations Committee are to negotiate and monitor contracts with Macon County’s unionized employees in cooperation with the legal representative designated for that purpose.

Transportation Committee

The purpose and functions of the Transportation Committee are to handle all matters relating to county roads, highways, and bridges. The committee shall have oversight over the highway department and county garage.

Macon County Board Sub-Committees

Building Sub-Committee

The Building Sub-Committee shall consider issues and actions related to county facilities located in property owned by the Decatur Public Building Commission. Among these issues and actions is apportionment of space, replacement / addition of tenants, expansion of existing facilities, and the construction or purchase of new properties.

Siting, Rules & Ordinance Sub-Committee

The Siting, Rules and Ordinance (SRO) Sub-Committee shall convene at the direction of the Board Chair to consider location, relocation, or expansion of solid waste landfills in Macon County; to consider revisions, additions, or deletions to the Board’s rules; and to consider the addition, amendment, or deletion of Macon County Ordinances. It shall keep the Chair of the EEHW Committee apprised of its actions and report its conclusions and recommendations to the full Board.
